State Agenda

ü      Introduce and pass a bill to enhance penalties for right-of-way violations which injure or kill motorcyclists, bicyclists and pedestrians

ü      Increase number of voter registrations in the motorcycling community

ü      Introduce and pass a bill that mandates uniform pursuit policies throughout the State of North Carolina. G.S. 20-141.5 lets law enforcement agencies write their own!!

ü      Introduce and pass a bill to mandate that motorcycle awareness be included in the driver’s education program in our schools…

ü      Introduce and pass a bill that makes highway barriers more motorcyclist friendly…

ü      Introduce and pass a bill that prohibits discrimination against motorcyclists in all establishments in North Carolina….

ü      Introduce and pass legislation that limits unnecessary and lengthy confiscation of motorcycles by law enforcement agencies…

ü      And last but not least, introduce and pass a bill giving over 21 motorcyclists the freedom to choose whether to wear a helmet or not

Federal Agenda

Motorcycle Riders Foundation… our voice in Washington

Break the chokehold on motorcyclists’ rights and safety posed by the Environmental Protection Agency. At present, the EPA is poised to impose unacceptable emissions control standards on street motorcycles. These new standards are extreme and unnecessary for the following reasons:

• Every new make and model of street motorcycle is cleaner than ever before – twice as clean as the old 1975 standard requires.

• Street bikes are not even a relevant part of the vehicular pollution problem. If all street vehicle pollution emissions were equal to the length of a football field, the contribution by street bikes would amount to a quarter of an inch on that field.

• Tougher standards will wipe out custom shops, the aftermarket parts industry, and small-volume bike makers, eliminating tens of thousands of jobs across America.

• Tougher standards will reduce motorcycling in America. Riders will “vote with their feet,” meaning that they will find constricted bikes unsafe and unacceptable. The result will be sales declines and unemployment. And, as riders turn to passenger cars, the result will be more gas consumption, more road wear, more traffic gridlock, hence more pollution.

Rescue health care benefits for riders in case of accidents. The federal government regulates all employer- and union-provided health care plans (with some important exceptions involving state regulatory authority). Unfortunately, a Clinton administration regulation, spurred by a provision in the Health Insurance Portability and Accountability Act (HIPAA), which prohibits the mandate of benefits, has resulted in discrimination against motorcyclists. In short, insurers can now extend health care benefits to employees who have accidents while driving cars, while denying accident benefits to employees who ride motorcycles. It is unfair, it is discriminatory, and we are fighting it with innovations at the state and federal levels and in concert with the AMA.

Promote safety on American roads for ALL road users. The MRF is opposing a plan by the National Highway Traffic Safety Administration (NHTSA) that both de-emphasizes and provides no substantial funding for safety for riders and motorcycle awareness training for other road users. Instead, the NHTSA plan promotes “safer crashing” by emphasizing and devoting funds to the promotion of personal protective gear. The MRF does not believe the federal government has any legitimate role in promoting or requiring that citizens wear certain attire to access American roads.
